An order lookup is required and never happens, and the tool is registered.

The incident

A customer was told their order had been delivered. It is held at a depot with an incomplete address.

An ORDER_STATUS request, the contract requires lookup_order, and the lookup did not run. No error, three stages, all OK.

The engineer who picked this up recognised it immediately: the same answer pattern as an incident three weeks ago, where lookup_order had been dropped from the registration list. They opened the registration list to confirm.

It is there.
